BPTP buyers take fight to Jantar Mantar over delay

Colonel (retired) Subhash Bhola had invested in a BPTP project about a decade back, but he is yet to get his home delivered. He is one of thousands of Gurgaon homebuyers who have been left in the lurch by unscrupulous builders. Tired of the endless delay, on Sunday, 200-odd buyers with bookings in different BPTP projects in Gurgaon and Faridabad, took their fight to Delhi’s Jantar Mantar, where they protested for over five hours, from 8.30am to 2pm. The protesting buyers demanded the state government’s intervention against the developer. They also demanded that a nodal officer be appointed to ensure projects are completed and people get their houses soon.

“I served the country at the border. Now, in my old age, I’m struggling to get a roof over my head,” said Bhola, adding he has made a big part of the payment. He said he isn’t begging for a house but demanding what was promised to him.

Homebuyers from seven BPTP projects – Park Elite Floors in sectors 75-85, Park Elite Floor 2 in Sector 77, Park Elite Premium and Discovery Park, all in Faridabad, as well as Park Serene, Park Generation and Park Spacio in Gurgaon – took part in the protest. Many among them had booked flats in these projects between 2006 and 2009. This includes more than 300 defence personnel, including retired and serving officers.

“We have paid most of the money, but are still waiting for our house,” said Rajiv Mittal, a buyer. “There has been no construction at the project sites for the last two years and the builder is not giving any satisfactory reply,” he said, adding he invested his life’s savings in the project with the hope to own a home someday, but that dream to buy a house has tuned into a nightmare.

He added that so far, there has been no communication over possession date from the builder’s side, and that customers have often been threatened. “Whenever a few of us opted to surrender flats because of delay, we were threatened of consequences from cancellation of booking to refusal to refund money,” he added.

Homebuyer Rakesh Gutpa said they are demanding that the Haryana government immediately implement the Real Estate Regulation Act (RERA) in the state, which should be applicable to all projects that have not been granted occupation certificate (OC) by the government till May 1. “We strongly demand a special nodal officer be appointed by the state government in Gurgaon and Faridabad for all the above-listed BPTP projects, to check poor construction quality, monitor possession date and fulfilling other promises as per the agreement,” said Gupta.

Another buyer, Neeraj Jaggu, said action must be taken against the builder to prevent such incidents in future. “Government should fix a timeline for completion of a project and cancel the developer’s licence, if projects are delayed beyond a point,” he said.

BPTP spokesperson Rohit Mohan said they have already individually communicated delivery dates to each customer. “Our sole focus is delivering these homes at the earliest and we are taking several measures to ensure that,” he said.
